У нас за 62 кв.м 2800,хотя батареи вообще чуть теплые,дома очень холодно,и объясняют это тем,что котельная не на всю работает,зато плату берут на всю

ну, тут схема довольно простая. если в доме есть общий счетчик на тепло (этой 20% Калуги), то платится по счетчику. Остальные платят по нормативам, они неадекватно высокие (предусматривают -30 за окном на всякий случай). Тут надо учитывать еще, что у разных котельных разные тарифы.

 

Ещё счетчик может быть, но всё равно денег много платится, как у Оксаны, но тогда вопросы к дееспособности этого счетчика и всей системы отопления в доме.

 

В моем представлении вот так всё

Ну это и правильно. Есть такие дома, где отопление очень даже - сам жил в таком. Африка. И счетчика там как раз не было. Все открывают для проветривания окна. В подвале там были еще и постоянные утечки, протечки на которые с очень большим запозданием реагировали, дескать все равно в песок уйдет, а кладовок жильцов в нем не было.

Так что или счетчик или повышенные нормативы. Нужно же стимулировать к тому, чтобы не топить окружающую среду города.

С другой стороны - есть где совсем швах с отоплением - ну уж им то прямой смысл перейти на счетчик.

 

Ну, а система отопления в доме Оксаны - действительно нуждается в проверке. Заодно и обратить внимание - нет ли квартир без жильцов, но со всеми окнами на проветривание уже месяц-другой - и такое случается.

Повышенные тарифы, на мой взгляд, наоборот - и есть причина такого расхлябанного отношения комунальных служб - типа "а и так заплОчено за всё! чо беречь тепло, латать трубы, обматывать теплоизоляцией...утеплять подъезды и т.д."

71 кв. м. - 2870 р.

Если я не ошибаюсь, то все мы платим, по некому абстрактному усреднённому тарифу. НО тариф по идее должен рассчитываться не только в зависимости от температуры за окном, но и от теплоёмкости Вашего дома, и по тому, на сколько здание сохраняет тепло. Так, совершенно разные коэффициенты при подсчёте для кирпичных домов и для панельных. Но с этим надо разбираться...

Кстати, когда я искала информацию по общедомовому калориметру выяснилось, что не редки случае, когда кто-то из соседей наращивает батареи, ставит тёплый пол и т.д. и т.п. расход общедомового тепла растёт, а делят на всех пропорционально площадям квартир, а не потребляемого теплоносителя. Так и выходит: мёрзнущий человек в трёшке оплачивает счёт соседа из однушки с открытыми окнами.

Только сегодня принесли квитанцию: 1443 руб. за 44 кв. м.
